Emphasising the Importance of Information Exchange to the Antarctic Treaty System
 


The Representatives,

Desiring to continue to promote the objectives and ensure the observance of the obligations under the Antarctic Treaty (“the Treaty”) and the Protocol on Environmental Protection to the Antarctic Treaty (“the Protocol”);

Recalling the obligations of Article VII of the Treaty providing for advanced notification of Antarctic activities, of Article III of the Treaty on scientific results and observations, and the obligations of the Protocol related to information exchange including, inter alia, under Articles 6, 13, 14 and 17 and Annexes I and V;

Noting that information exchange supports fulfilment of these obligations and objectives;

Recalling Decision 4 (2012), where the Parties decided to use the Electronic Information Exchange System (“EIES”) to exchange information in accordance with the Treaty and the Protocol and its Annexes and which specified that Parties would continue to work with the Secretariat of the Antarctic Treaty (“the Secretariat”) to refine and improve the EIES;
 
Noting Decision 4 (2012), where the Parties decided to update relevant sections of the EIES regularly throughout the year, in order that such information be made available and accessible to Parties as soon as practicable;

Welcoming the ongoing discussions and progress made regarding the review of the EIES to ensure its effectiveness and to improve its usability;

Welcoming also that the Secretariat provides support and assistance to Parties on using the EIES and that concrete improvements to the EIES have been made to support its use;

 
Recommend that their Governments:

1. redouble efforts to use the EIES to consolidate information exchange as required under the Treaty and the Protocol; and

2. request the Secretariat to continue to support Parties to meet those information exchange obligations via the EIES.
